Response to Northern Ireland draft budget
LISC has submitted a comprehensive response to the Northern Ireland draft budget 2008-2011 expressing grave concern at the proposed settlement for libraries. The modest uplifts proposed in the budget will fall far short of the funding needed simply to keep pace with inflation, never mind the additional commitment associated with setting up the new Northern Ireland Library Authority. 29 August: LISC/NIPR exhibit at SOA Conference
LISC and NIPR have accepted an invitation to take a stand at the Information Marketplace event taking place as part of the Society of Archivists Conference in Belfast from 28-31 August. The Society is the principal professional body for archivists, archive conservators and records managers in the United Kingdom and Ireland and this is the first time their conference has been held in Northern Ireland.
Other organisations exhibiting at the Waterfront Hall on Wednesday 29 August include software and conservation companies, the National Archives and the MLA Council.

21 August: NIPR to produce guide to publishing
Following a highly successful seminar entitled 'Getting into Print', held in 2006 NIPR has now won funding from the Lottery's 'Awards for All' to produce a practical guide to best practice for would-be publishers.
Anne Tannahill, formerly of the Blackstaff Press has been selected as author for the guide, which has been provisionally titled 'Publishing for Success: a Practical Guide'.
NIPR's aim is to launch the publication in the spring of 2008 with events in Belfast, Armagh, Derry and elsewhere. The guide will be available free of charge to all who might find it useful.

Library Legislation: LISC Written Evidence
Following the consultation on the Draft Libraries Order the Libraries Bill, incorporating some amendments to the earlier document, was introduced in the Assembly in June. In response to the Culture, Arts and Leisure Committee's invitation for further comments and evidence LISC submitted a four page document covering issues such as entitlement to a free service, standards and finance issues. Successful AGM and Seminar held at Clifton House
The 2007 LISC Annual General Meeting and Seminar took place on Tuesday 12 June in the gracious surroundings of Clifton House, Belfast with the theme Promoting Learning, Supporting Learners. Over 50 participants heard updates on LLUK's work on the development of occupational standards for the sector, the expansion of the Inspire scheme in Northern Ireland and the Diploma and Masters programmes in library and information management being developed in conjunction with the University of Ulster. The programme also included an introduction to the LISC Quality Frameworks for children's and education library services. The Annual Report for 2006-07 and the Action Plan for 2007-08 were both adopted at the meeting. These documents can be accessed from the links below.

INSPIRE Update
At this year's LISC AGM on 12 June Elaine Urquhart, Chair of the FOYLE Inspire group gave an update on the plans for extending the FOYLE scheme to cover a wider geographical area including Northern Ireland and possibly other northern counties.
This follows on from the COLICO Conference, Pathways to Learning, held in November 2006 to explore the potential for further cross-sectoral service provision.
COLICO Recommendations
Following the conference, it was agreed that a regional approach, similar to the Foyle project, should be taken, and a suitable region identified to run a pilot scheme. It was agreed that the selected region should have as wide a range of interested library services as possible, but that participation from the public and education sector libraries would be needed. It was also agreed that clarification of existing arrangements for access would be useful. The following actions were agreed:
1. A small sub-committee is to be established to oversee the project.
2. A report on existing access arrangements in the INSPIRE programme is to be compiled.
3. A region suitable for a pilot scheme is to be identified and potential partners invited to participate.

19 April 2007 LISC responds to draft library legislation
LISC has submitted its views on the draft legislation for the establishment of the new Northern Ireland Library Authority to the Department of Culture, Arts and Leisure. The Council consulted widely before finalising its response. While welcoming many aspects of the draft legislation, LISC expressed concern on four main areas; the need to safeguard the free public library service, the need to ensure service quality and availability, the governance arrangements for the new authority, and the arrangements for independent advice and the inspection of services.
